Paradox Interactive has just released The Great Wave, a new expansion for Victoria 3. This major new expansion lets you customize and deploy your fleets, customize a flagship, and add strategic depth with new diplomacy options, treaties, and narrative content that includes the arrival of Japan on the world stage.
The expansion adds shipyards to build battle fleets that you can use to meet your nation’s naval aspirations or to sell on the international market. Ship purchase treaties let you profit off of your shipyards and building capabilities.
There’s a customizable ship designer that lets you control the types of ships you deploy into the sea on your side. As part of the options you’ll be able to design your own flagship to lead your navy.

The new historically-inspired narrative content in the expansion is focused on Japan. Navigate the changes and political tumult of the Edo period, including challenges to Tokugawa samurai rule. Choose to adapt to the changing landscape or to even revolt and perhaps even reform the country. There are new historical characters, new clothing, a new Japanese building style, UI skin, map, and of course table assets for the new content.
The Great Wave is available now as a separate purchase or part of the volume three expansion pass.
